AD Khawaja writes letter to CM Sindh, decries measures belittling authority

KARACHI: Inspector General of Police Sindh AD Khawaja wrote a letter to Chief Minister Sindh Murad Ali Shah on Sunday, stating that certain measures are becoming a hurdle in his administrative control.
The IG Sindh in his letter said that the Home Department and Services, General Administration and Coordination Department have been granting leaves to employees without his knowledge. He also said that the home minister Sindh has also unnecessarily summoned several employees.
AD Khawaja said that he was not taken into confidence on the transfer of DIG Finance, AIG Operation and other important officials, adding that some were not even allowed to complete their designated time.
The IG Sindh complained that these measures are belittling his control in administrative procedures.
He pointed out in the last apex committee session it was decided to make police department administratively autonomous and the current practices are in contradiction to the prior decision.
According to Police Act 1861, IG Sindh is the administrative head of the police forces, he wrote.
Khawaja requested CM Sindh to save the police department from complete disorder through timely intervention.
On July 1, the Sindh government had issued a notification withdrawing powers of IGP AD Khawaja to decide the transfers and postings of senior police officials in the province.
According to the notification, the order is in accordance with Rule 9(2) of the Sindh Civil Servants (Appointment, Promotion & Transfer) Rules, 1974.
Issues between the provincial government and IGP Khawaja surfaced last year, when the latter was sent on ‘forced leave’ in December.
In April this year, the Sindh government ‘surrendered’ Khawaja’s services to the federal government as it appointed Additional IG Abdul Majeed Dasti as the force’s top boss.
However, the Sindh High Court (SHC) suspended the provincial government's notification for Khawaja's removal.
