Manchester City found guilty on 115 Premier League charges: Here's full details

Manchester City have been found guilty on almost all of the 115 charges linked to breaches of the Premier League’s financial regulations, as per multiple reports.

The independent panel found the club guilty on all but one charge, though sanctions have not yet been decided and City are expected to appeal.

Manchester City were initially charged in February 2023 after a four-year investigation into alleged breaches between 2009 and 2018. The charges include failing to provide accurate financial information, breaches of profitability and sustainability regulations, and failing to disclose full details of payments to players and managers.

The club also released a statement insisting the “process remains ongoing,” adding that their position “remains consistent” with their February 2023 statement in which they denied all allegations.

ESPN reported that City refused to deny the verdicts when approached, and sources said the club sought an injunction to block initial reporting. This claim is strongly denied by Manchester City.

Potential sanctions range from fines and reprimands to points deductions or even expulsion from the Premier League. Any points deduction can be applied retrospectively, raising the prospect of City being stripped of titles.

Under manager Pep Guardiola, who left in May after a decade, City won six Premier League titles, two FA Cups, and a Champions League since the charges were brought.

The case was heard at an independent hearing in London beginning in September 2024, concluding after 12 weeks of deliberations. Premier League clubs were reportedly informed of the outcome at Thursday’s shareholders’ meeting and made to sign non-disclosure agreements.

Manchester City, now managed by Enzo Maresca, have started the 2026-27 season with five wins from five games and sit top of the table. The club is expected to appeal what sources describe as a verdict they believe they can overturn.
